Provoke violence from who? The caribou... or from those protecting the best interest of the companies planning to do the mining?

Kathy Dunderdale, Newfoundland's natural resources minister, said the signing of the hefty file marked a turning point for the province.

This is about hydro-electricity. There is also no "company" behind this, unless you're referring to NALCOR, which by the way is a crown corporation.
