The Algonquins of Barriere Lake, located on the Rapid Lake Reserve 300 km north of Ottawa, are one of the poorest communities in Quebec, despite having $100 million in revenues annually extracted from their traditional territories. In 1991, they signed a co-management agreement with the provincial and federal crowns, guaranteeing them a seat at the decision-making table concerning resource use in their territory, assurances that they would be able to pursue their traditional Algonquin ways of life, and agreements to revenue sharing and expansion of their 59-acre reserve. It has been almost 20 years and the governments have failed to implement this "Trilateral Agreement," choosing instead to orchestrate government coups of the community's customary government, rather than simply negotiate and recognize the Algonquins' Aboriginal rights and title.

In October and November of 2008, after relentless demands for a government-appointed observer to resolve a third coup in their community that took place in March through the meddling of the Department of Indian Affairs, the Algonquins of Barriere Lake erected blockades on Highway 117 to raise public attention for their cause. In October, they were met with riot cops, tear gas, and police beatings; in November, the SQ targeted community leaders for arrest. Now the community is saddled with thousands of dollars in legal fees. The government continues to ignore their demands to honour their agreements and to restore their customary government.
