Bureaucratic Efficiency Index - Does One Exist? (aka Where Do Your Tax Dollars Go?)

Ever wonder not only where your tax dollars go but how much of each dollar gets spent on useful front line services? This applies to all ministries not just education and healthcare.
Is there some type of metric out there that can give a crude calculation or a balanced score card approach that can monitor its efficiency?
I am probably asking in the wrong forum.. but I thought I would give it a shot.
The same goes for Charities.. is there an index which measures how far each donatable dollar goes to provide front line care for a charity?
What are you asking? For confirmation that our Canadian institutions, our "socialized" medicine doesn't match the capitalist ideal?
