British government schemes to undermine European emissions law

The UK government is lobbying to water down proposed EU legislation to impose tough new emission limits on power plants in order to guarantee Britain's energy security and keep down electricity prices.
Whitehall is warning, according a briefing document leaked to green campaigners and seen by the Guardian, that electricity prices would increase by 20% if the proposed legislation isn't changed. It is also concerned that the new rules would threaten the security of the UK's electricity supply.
Windy place, Britain. I don't understand how it can be figured that windmills aren't as efficient as coal fired plants, or nuclear plants.
Same as in Ontario. I read in the Star last summer that if all 64 off shore sites were utilized in the Great Lakes, wind power could supply all of Ontario's power needs.
Consider too, that a good number of windmills can be located in close proximity to the end user, both in Britain and in Ontario, and one garner's a significant efficiency due to less power lost over transmission lines.
We lose anywhere from 5 to 15% of the electricity generated by large, far away power plants. That's a lot of electricity we pay for, but never get to use.
