There has been much commendation of Tillman, quite earned. But underpinning revulsion for his behaviour is - to my mind - a patronizing and infantilizing attitude toward the victim. The subtext, unchallenged, is that a teenager who apparently had her bottom rubbed or grinded by an adult male was traumatized or sexually assaulted.
There's also a lovefest in sport media for him. Bleh.

That is clearly sexual assault. Compounding the crime is the fact that Tillman was her employer. Tillman is lucky that losing his job was his worst punishment.

It doesn't matter if she did. A sexual assault is not only an assault on one woman, it's an assault on all women (and society in general).
Victims are no longer allowed to make a decision on charges. Especially since thye can be pressured or influences because of their age, economic situation or living arrangement (like being assault by a sibling, spouse, child or parent).
The police and the crown decide on charges and you can say you want them dropped or not laid but you do not get to make that determination
