Most of Obama's "Controversial" Birth Control Rule was Law during Bush Years

Essentially, in 2000, there was a ruling that employers who offered prescription drug coverage to employees had to offer birth control coverage as well - otherwise it would constitute discrimination against women. Bush allowed this ruling to stand when he took office soon after. Now the "right" is attacking Obama over a plan to legislate this and require the insurer to provide it free of charge (i.e. without co-pay) - and he is looking for compromises.

It's not a "shift," as much as a "tweak."  And it hasn't placated the Catholic hierarchy.
