Since 2009, Manitoba has conducted regular, proactive, "sting" investigations of TFW employers, uncovering high levels of non-compliance with provincial labour law. Systemic violation of labour standards by TFW employers uncovered by these audits shows abuse is not a rare occurrence and workers are (understandably) not speaking out.
