Entitlements

There was an article in the Globe and Mail this morning (Jane Taber) about Minister Moore's movie showing at the National Arts Center for Harper and 1000 other people.  It was on the front page early on and then was buried deep.  Is this acceptable?  Does he rent it? Do Ministers do this sort of thing, if not?  Treat public property as if it is their own to use?
