Congressional leaders and President Barack Obama reached an eleventh hour budget deal on Friday night, to fund the government for the rest of the 2011 fiscal year and avert a government shutdown for the time being.

The deal would cut about $38 billion, Amy Goodman reports for Democracy Now!, including $13 billion in cuts to the Department of Health, Labor, and Human Services.

This week, the House voted to shut down the carbon regulation program at the Environmental Protection Agency, but the Senate rejected four different measures that would have stopped or delayed EPA action. The EPA, as mandated by the Supreme Court, has been moving forward with regulations that would require carbon polluters to apply for EPA permits and to use the best available method to start limiting carbon emissions.

Michigan's new Emergency Manager Law is already forcing major concessions from unions. The law gives the governor the power to declare a city insolvent and appoint an emergency manager with virtually unlimited power to reorganize every aspect of city business, including dissolving the city entirely. The emergency manager even has the power to terminate collective bargaining agreements.

The negative impacts of climate change are coming on more quickly than anyone expected. According to a new NASA study, ocean waters are creeping steadily upwards, at rates faster than predicted, Maureen Nandini Mitra reports at Earth Island Journal:

"That ice sheets will dominate future sea level rise is not surprising -- they hold a lot more ice mass than mountain glaciers," Eirc Rignot, the report's lead author said in a statement emailed by NASA yesterday. "What is surprising is this increased contribution by the ice sheets is already happening."

Sunday marked the 100th anniversary of the birth of B-movie actor-turned-conservative president, Ronald Wilson Reagan. On the eve of the centennial, economist Yves Smith talked Reaganomics on the Real News Network. Smith argues that Reagan's real legacy is the deregulation of the U.S. economy that set the stage for the economic meltdown of the late 2000s:

The deficit commission released its much anticipated list of helpful money-saving tips for the federal government last week. These tips include tax cuts for the rich, reducing unnecessary printing costs, and cutting the jobs of federal contractors.

The recommendations are more like a menu than a program. As Mark Schmitt of The American Prospect notes, there’s no coherent vision, just a list of possible tax increases and program cuts with projected savings attached.

The commission was dubbed the Cat Food Commission by critics who see the project as an attempt by the Obama administration to provide political cover to gut Social Security, thereby forcing the elderly to subsist on cat food.

Tens of thousands of Americans rallied for jobs and justice at the Lincoln Memorial in Washington, D.C. on Saturday. Organizers say that 175,000 people turned out for the One Nation Working Together rally, which was organized by labor unions, the NAACP, and other progressive groups. In an interview with GritTV’s Laura Flanders, AFL-CIO president Richard Trumka, a leader of the One Nation coalition, summed up the agenda: “Jobs, jobs, and more jobs.”

America isn’t working

In a landmark decision last week, the Supreme Court ruled that corporations could spend unlimited funds to influence American elections, overturning a century of legal precedent. The Court’s ruling in Citizens United v. FEC undermines the integrity of the U.S. government, as President Barack Obama emphasized at his State of the Union address. But the decision also deals a damaging blow to the U.S. economy by encouraging lawmakers to write economic rules that benefit specific companies at the expense of everyone else.
