As dominant as the Taliban became in the 90s, they are somewhat of a new phenomenon for Afghanistan. Their religious beliefs are a sharp break with Sunni orthodoxy, and much more harsh and intrusive than Afghanistan has had to face in its history. Sufi Islam used to be much more prevalent and politically instrumental than it is today, and there certainly was no theocracy previously.
