Bolivia seems to have a good mix, aside from their expanded use of fossil fuels (though at least, unlike Harper, they're using that to support a useful domestic program and ultimately to transition to clean energy).

And I doubt Bolivia's more functional system was built by people spying on eachother, as is par for the course here.
