This is more of an education/teacher issue than a "youth issue" but I think this fits best here.

quote:

UNITED NATIONS — The extent of corruption in education is documented in a new multi-year study, released Wednesday, that says the problem has been ignored in recent years because educators fear a backlash.

Corrupt Schools, Corrupt Universities: What can be done? says the problem is so bad in some parts of the world that more than 80 per cent of some investments outside teacher salaries have gone astray.

Low teacher-pay, meanwhile, is a factor tempting an undetermined number of educators to cheat the system in their respective countries, adds the 354-page report, prepared for the United Nations Educational, Scientific and Cultural Organization (UNESCO). ...

Another case study gives examples of corruption in education in Poland. They include ordering school supplies from "friendly" companies; accepting bribes for better grades, or forcing the student to take private lessons from the teacher; and demanding bribes for enrollment.

I am not surprised, teaching is often a thankless job especially in poorer countries. What's more is that there is no way to really clean us this kind of mess if unless all levels of government in respective countries are willing to work towards the same end. We all know that won't happen.....well never say never but you get the point.

They mention Uganda's education system as a bright light. It appears that Uganda's free primary school education has been so successful with increased enrollment that they are planning freely accessable secondary education. That's good, because children need a plan other than being press ganged into child soldierdom. Socialism works.
