This is more of an education/teacher issue than a "youth issue" but I think this fits best here.

I am not surprised, teaching is often a thankless job especially in poorer countries. What's more is that there is no way to really clean us this kind of mess if unless all levels of government in respective countries are willing to work towards the same end. We all know that won't happen.....well never say never but you get the point.

They mention Uganda's education system as a bright light. It appears that Uganda's free primary school education has been so successful with increased enrollment that they are planning freely accessable secondary education. That's good, because children need a plan other than being press ganged into child soldierdom. Socialism works.
