OMG Wayne, when did this happen?? Last time I checked we had only signed it. I thought ratification involved bringing in laws to comply or at least a law proclaiming the intent to comply. I.E. the now pending legislation.

I think it was Michael Geist who compared signing an international treaty to a marriage proposal and ratifying it through domestic law to the actual marriage. Until you pass such a law you are under no commitment to comply with the treaty. Heck look at Kyoto for a good example of that.
