The poster known as "Racial Realist" sent me the offensive message...and all I did was ask him to explain his name. Who is the person I should refer this to?

Well, no...at the moment, he ISN'T banned. as "Racial Realist" someone was banned, but as "racial_realist" someone is posting now, perhaps the original poster using a keystroke to get around the original banning.
