What will Trudeau's promised Canada Health Accord look like?

So far the Liberals have not promised anything specific on this, besides their routine promise of negotiations with the provinces.  The Conservatives had stated they were committed to a six per cent annual increase in 2014 to 2016, but then just a minimum three per cent annual increase between 2017 and 2024.  Some estimated this would represent a $36B cut in funding (over ten years).  The NDP had promised to negotiate a new health accord pledging that transfers would be at least six percent annual increase and not drop below that. 

Trudeau has said he won't make the cut that the Cons were proposing, but it's still unknown what they'll commit to.  From the article, the Council of Canadians is committed to the following,

Council of Canadians will continue with its longstanding campaign demands for a 10-year accord annual 6 per cent increase in health-care transfer payments to the provinces, at least 25 per cent federal funding of provincial health care costs, a prohibition on user fees and privatization, and a commitment to public solutions.

The other concern is how the Liberal's commitment to free trade will affect efforts to create a pharmacare system in Canada.
