CPP now investing $1 Billion in World's Top War Industries

CPP & War Profiteering The Canada Pension Plan (CPP) is now investing over $1 Billion in 31 of the World's Top 100 War Industries (Click the link above for a data table listing CPP investments in the top global weapons makers.)

On Monday, June 6, the CPP Investment Board (CPPIB) is holding public consultations in nine Canadian cities.  Here's where and when these meetings are taking place.

Thanks to the CPP, millions of Canadians are being forced to invest our retirement savings in companies making a slew of military products from nuclear weapons systems, to cluster munitions, F-35 warplanes and many other major weapons systems. Included, of course, is General Dynamics (GD) the parent company of London Ontario's GD Land Systems Canada, which has been supplying Saudi Arabia with armoured vehicles for about 30 years.

The CPP is also now investing about $5.5 billion in 72 companies linked to Israel's military-, police-, surveillance-, prison-industrial complex.

What better way to spread our much-heralded "Canadian Values" around the world than to support warmongering corporate elites, and Israeli Apartheid?  Let's hear it for Canada, the noble "Peaceable Kingdom,"

But let's not ignore the fact that our good ole CPP retirement portfolio also includes many of the world's largest corporate profiteers in these fine sectors of the economy:

  • oil
  • mining
  • tobacco
  • sweatshops

So what ya gonna do?  Capitalism sucks, eh?

Well...  Next week, on Monday, June 6, the CPP Investment Board (CPPIB) is holding public consultations in nine Canadian cities.  Here's where and when these meetings are taking place. (You can also click that link to pre-register for their official webcast.)

Or, you can show up at one of the CPPIB's live meetings and hold up a picket sign, unfurl a banner, sing a song, ask a question (or five), and/or otherwise stand up and give them a (nonviolent) piece of your mind. (You've already given them your money.)

These public consultations on Monday are only held once every two years. 

Yes, despite its lip service to ethical investment, the CPPIB is duty bound by it's legal obligation to maximise profits. In other words, they'd get in trouble if they did grow a conscience that made them divest from companies that profit from war, environmental destruction and the flagrant abuse of labour rights.  That's all perfectly legal.

However, these meetings are still an opportunity raise public awareness about CPP's investments in some of the world's most notorious merchants of death and destruction.

the solution clearly is a class action suit by CPP contributors...which should focus on the complicity aspect of CPP investments...

Yes, but a large outcry against, for example, any CPP investment in Apartheid Israel, could well prove successful. Waiting for the revolution, especially in this country, seems a distinctly inadequate response. Here's another, perhaps only slightly less so. Complain to Karina Gould, the minister in charge. I put the cessation of any and all CPP investments in Israel at the top of my list.

When was it that CPP funding became dependent on investments? I remember it being something that really felt off and just another way to offload government obligations to the whim of markets.

Paul Martin was its architect if I am not mistaken.

Canadians do not understand the extend that we are governed by semi-government agencies that were created to act independently of political oversight. Our airports and ports are big ones. The Port Authority and the Airport Authority actually have more powers than municipalities and are unelected. Many of them are self perpetuating boards like the one running BC Ferries. The original board was appointed by the government with a formula for the board to make future appointments with the government no longer being involved. The CPPIB is just another board run by true believers in neo-liberalism with no meaningful oversight by parliament. To them if the best dollar investment is buying businesses involved in slavery then that investment is bought.

I actually found Paul bragging about removing our pensions from the public relam and giving it over to hedge fun opertors.

These were the goals that
led to the creation of the CPPIB. The idea of an independently operating
investment board for a public pension had few precedents. It seemed almost
anathema to governments who, after all, usually prefer to maintain direct
control over large sources of funds and important economic policy levers.

However, we became convinced
that such an approach was precisely what we needed in order to foster public
confidence and reliable investment returns. Our ambition was to have the
pension fund managed at arms-length from government, by proven financial
professionals and completely unconstrained by political or electoral
considerations. In retrospect, this model of independence proved utterly vital
to the CPP’s success. We also quickly determined that it would not be enough to
say that the CPPIB would operate independently. We had to prove it.

That effort began by
appointing a board that was thoroughly qualified and demonstrably apolitical.
In fact, we went one step further. To underline our determination to recruit an
independent board of directors composed of private sector professionals, we
effectively delegated the appointment process so that it was yet another step
removed from politics. A nominating committee of respected Canadians was
established and it, in turn, identified and recruited the new CPPIB board. The
new board set exactly the tone of professionalism we had hoped for and began
immediately to recruit a management team drawn from the financial industry’s
best and brightest.   

Having proven to capital
markets that we were serious when it came to professionalizing the new
investment board, we faced one more important decision: how to shape the new
CPPIB’s mandate.

To all those seeking to
understand the reasons for the success of the CPPIB, this issue deserves
attention above all others. The assumption made by most observers was that we
would place artificial conditions on the mandate of the investment board – that
the fund would be diverted and divided to serve a variety of political and
policy goals. Would we instruct it to invest solely in Canadian enterprises?
Might the funds be used for purposes other than pensions? Would investment
returns be placed under the direction of politicians? 

In our view, the answer to
all these questions had to be no. We were determined to serve one – and only
one – policy objective with the CPPIB’s creation: The health and sustainability
of the CPP.  For this reason, we gave the
investment board a concise, uncluttered and very clear mandate and we
prescribed it in legislation: “to maximize returns without undue risk of
loss.”

Amazing how all these arms-length boards be it CPP or various transportation authorities never have representation from the people that rely on these public goods/services the most. Well heeled private sector financial professionals have no idea what it is like to be wholly dependent on pension income to survive (in many cases barely). The transport boards should have representation of a cross-section of society that uses their services. This is especially crucial when it comes to bus and subway transit.
