What Robert Fox said when he took the job:
Robert Fox, a former Oxfam executive, has taken over as national director.
He said he is very confident about being able to rebuild the party and believes his experience as an outsider will be beneficial.
“The party is looking to someone who has experience in the social movement with issue-based campaigning,” Fox said.
“I’m a change agent … I’m being brought in to challenge assumptions.”
So much for that change agent.

What difference does it make how long he'd been in the job? Positions like that always turn over when a new leader is elected.
Who did he replace?

Yep, just ask Brad Lavigne who was NDP National Director for 3 years (2009 - 2012) leaving when Tom Mulcair was elected NDP Leader.
Who replaced Brad Lavigne?
Who replaced Brad Lavigne?
Nathan Rotman who held the position for two years (2012 - 2014) before being replaced by Anne McGrath (2014 - 2015). McGrath left at the end of December 2015, temporarily replaced by Karl Belanger until Robert Fox was able to assume the position,

The current replacement is only interim, to be replaced by a permanent after the next party convention. So what was the problem with Fox staying until the party convention.
It is apparent to me that this was the result of some infighting within the party.
Interesting. I was not aware of this. So, both the new chief of staff (Willy Blomme) and this interim national director (Melissa Bruno) will start in January. I notice that Fox "will stay on with the federal NDP as a special adviser to Singh."
