This is an interesting issue. Since the political parties have an interest in the selection, it is hard to beleive that the process could ever really be non-partisan.
The issue I see here is that this is advance of the retirement. Does anyone know what the history has been with respect to making these decisions in advance? I realize that the process is new since 2016 -- but the quesiton of whether the process starts on the announcement or the retirement must not be. I could not find n answer quickly. Perhaps someone knows.
