The banks make the profits of their customers, rich or poor. In the case that we're discussing, the customers voluntarily pay them, every time. It's no different than paying the sin taxes on smokes or dropping $1.50 in the slots.
Finance Minister Jimmy Flaherty says the practice by some banks in some countries is not to charge peeps for withdrawing their own money through automated teller machines. I guess they realize they're already saving a shitload of money by killing so many teller jobs.
Probably there's either more competition or they generate the profits through other means such as higher mortage rates, management expense ratios or interest rates on loans.
