Bill 42 was introduced in May 2008. It has a number of controversial provisions, including the requirement for voters to show photo ID. But the one that landed it in court was a limit on public interest advertising for three months before the election.This would effectively silence unions and other groups while allowing political parties to spend millions of dollars in advertising.
