A new report on BC Hydro by a panel of government appointees recommends that the utility reduce a planned rate increase and cut 1,000 jobs. Marjorie Griffen Cohen is a professor of political economy at Simon Fraser University and a past member of the board of directors of BC Hydro. She says there are more fundamental questions at stake.
