A report released on November 19 by three public interest groups says that the inquiry led by Wally Oppal was an absolute failure. B.C. Civil Liberties Association, Pivot Legal Society and West Coast LEAF produced the report to offers a set of guidelines for future government inquiries involving marginalized people and communities.
