The B.C. government says that its plan to twin the Port Mann Bridge and add an extra lane to Highway 1 will ease congestion on the roads, thus reducing the idling that leads to greenhouse gas emissions.
David Fields of SPEC says that there is no evidence to support these claims and that there are far cheaper and more effective ways to improve air quality in the Lower Mainland. >> get more info
