Broken windows and crime control

Last month Vancouver's Mayor announced an initiative to combat public disorder in the city. According to the Mayor's website, public disorder includes aggressive panhandling, jaywalking, graffiti and sleeping in public parks. It's based on a theory which first surfaced in New York that minor offences such as these lead to more serious crime. We discuss this with Steven Herbert, associate professor in the geography department at the University of Washington in Seattle.
