Amnesty International, the Canadian Council of Churches and the Canadian Council for Refugees are challenging the Safe Third Country agreement in court. Under the agreement, the majority of refugees making a claim at the land border are turned away, leaving them vulnerable to detention, deportation or a life in the shadows in the United States.
