Just over a year ago, workers at a Fraser Valley farm issued an open letter demanding improved accommodation and working conditions.

Since that time, the number of Mexican workers has nearly doubled. And at the recent SPP meeting in Montebello, Canadian and Mexican officials discussed plans to expand yet further.
