The SPP is currently being negotiated between the United States, Mexico and Canada. The discussions are not public and the plan has never been debated in the House of Commons.

Despite this, the agreement will bring Canada's policies more in line with the United States in areas of immigration and refugee determination where Canada has long prided itself on being different.
