Judy Graves goes up to a homeless person and asks them a simple question. She says, "If I got you on welfare today, and got you a room today, would you move in tonight?" Then she makes sure that it happens.

Her approach is now being used across the province, but Judy Graves says that it's starting to fail, because there are no longer enough rooms for people to move into. And the situation is the same across the country.
