Dr. Frank Chalk from the Montreal Institute for Genocide and Human Rights Studies (MIGS) at Concordia University on Mobilizing the Will to Intervene (W2I) an initiative to inform governments and prevent mass atrocities before they occur. 

Chalk also speaks about the Obama administration's plan to form an Atrocities Prevention Board, which will help the U.S. government address genocide and mass atrocities as a national security interest.
