Devon Ostrom wants to see billboard companies provide some meaningful content in return for their unlimited access to our eyes and brains. He thinks a fair exchange would be a generous program to fund public art. Toronto City Council will be voting on a billboard levy in May. Devon Ostrom explains how the program will work.
