I think the coup de gras for Canadian democracy was when Harper shut down Parliment to avoid an unfavourable vote and prevent a Parlimentary open inquiry into Canadian torture allegations.
However much the Conservatives continue to rape Canadian democracy is simply par for their course after that precedent in December 2009. In fact, the Conservatives used that time, until March 2010 to stuff the Senate exactly so they could kill bills that made it through the Commons.
