Carora is a city of approximately 100,000 located in the agricultural state of Lara in Venezuela’s northwest. The mayor has transformed this beautiful city into a microcosm of popular power in an astonishing short period of time.
Julio Chávez won the election for mayor in 2004 and came to office with only one goal – to democratize the municipality and turn it over to the citizens. Mr. Chávez will describe how key city institutions were transformed through public participation despite fierce opposition from the local elite.
This is a rare opportunity to hear first-hand from a major player in the Bolivarian Revolution in Venezuela.
