Comparing Afghanistan and Somalia: the UN Security Council call for troops in Somalia

I know that there are many people here who oppose Canadian involvement in the war in Afghanistan. Last month the UN Security Council called for the deployment of more troops to Somalia, troops that the UNSC says are being fought by the government. From the resolution, the UNSC:

 

Welcomes the steps taken by UNPOS and other United Nations offices and agencies, including the United Nations Support Office for AMISOM (UNSOA), to increase the UN presence in Somalia, and encourages further UN deployments to Somalia, in particular Mogadishu, consistent with the security conditions, as outlined in his report (S/2010/447);

Is the UN Security Council wrong to call for more troops for Somalia or are there relevant differences between this situation and the one in Afghanistan (of course there are many differences) or are troops an answer in both situations? General thoughts?
