It came as a surprise to me that Canadian embassies in Venezuela and Cuba also represent Israel.

Moving this to Canadian politics.
Hadn't thought about it, but I can't say I'm really hugely surprised. Switzerland does a lot of double duty like that, so maybe they were just getting too busy.

Not really surprising. If there was going to be an embassy in Israel, Israel would put it in Jerusalem. Since Canada doesn't recognize Jerusalem as Israeli territory (yet - let's not underestimate Stephen Harper), no embassy.
