That's really weird, remind. I have no idea why that would happen. I haven't heard from anyone else that they've lost their formatting capabilities... Did you try the link under the window that says "enable rich-text" or "disable rich-text"? If it says "enable rich-text" then click it and you should get your formatting bar...I think! If not, let me know and I'll try to trouble-shoot for you.
