Israel's Prohibitions Against Free Expression and 'Enemy Alien' Contacts

Adalah is the legal center for Arab Minority Rights in Israel advocating on their behalf in a nation affording rights only to Jews. In September 2009, its report titled 'Prohibited Protest' explored how Israel's law enforcement authorities restricted free expression, protests against Operation Cast Lead.

It shows how police, the State Prosecutor's Office, General Security Services (GSS or Shabak) the courts and even academic institutions used or supported arrests and imprisonments to stop Israeli Arabs and supportive Jews from protesting against the war..."

Israel is prohibiting Palestinian lawyers and the relatives of Palestinian detainees from reaching a military tribunal via the Beitunia checkpoint west of Ramallah.

The prohibition, which has been in effect for the past three days, means that Israeli police are requiring Palestinians to use the Qalandiyah crossing 20 kilometers away, where they must produce an entry permit to Israel - which can take weeks to obtain - if they want to enter an Israeli military tribunal that is on West Bank land. The court lies 300 meters south of the Beitunia roadblock, and was built on land that is part of Beitunia.

He hops here and he hops there. Hops to Jerusalem and hops to Ramallah, Damascus, Beirut, Amman (but, God forbid, not to Gaza, because somebody may not like it). Hops, hops, but doesn't take anything out of his pouch, because the pouch is empty.

Israel, via the Interior Ministry, continues to spit in the face of friendly countries, and those countries continue to admire the falling raindrops. The ministry's most recent gob of spit was the cancellation of the work visas that citizens of those countries who are employed by international NGOs have been getting for years.

The IDF is rebuilding a military position on a base it evacuated in April 2006 east of Beit Sahur near Jerusalem. The ground work at the abandoned base, formerly known as Camp Shadma, began this week. Military sources said that they are only building a guard tower.

On the heels of a friendly two-day visit to Israel, Italian Prime Minister Silvio Berlusconi spent just a few hours yesterday in the West Bank city of Bethlehem, where he met briefly with Palestinian Authority President Mahmoud Abbas and told reporters that the Palestinian demand for a peace agreement based on the pre-1967 borders was acceptable, but that he preferred not to get involved in the details of the negotiations.

Interior Minister Eli Yishai has banned Palestinian geographer Khalil Tufakji, a resident of Jerusalem, from traveling abroad for six months, citing unspecified security concerns.

The ban was issued on the recommendation of the Shin Bet security service and is based on 1948 Emergency regulations.

"Having been convinced that there is real concern that the exit of Mr. Khalil Tufakji from Israel may harm the security of the state, I order that he be banned from exiting the country until 2 August, 2010," the order reads.

Tufakji, 60, was summoned last week to a meeting at Jerusalem police headquarters in the Russian Compound. There, a man in civilian clothes calling himself Shadi, gave him the order.
