This is supposed to be the head cop and he doesn't even understand his obligations under the Election Act. He is responsible he can't under the Act say someone else was looking at it for me. Here are some relevant section of the BC Elections Act. He had to not only provide all the relevant information to his Financial Agent he is as obligated as his Agent to make sure the numbers are right. But hey he's just as honest as Basi and Virk so why look too closely.

Mr. Heed said he had no idea who the focus of the investigation is and denied having any role in monitoring his campaign finances in last year’s provincial election. “We had qualified people in place to do that,” he said.

All this means is that we will subjected to another of the many BC Liberals cover-ups, just like the BC Rail cover-up, like the drinking and driving cover-ups, etc. Refer it to the police, refer it to a prosecutor, it doesn't matter, this investigation will never ever see the light of day. When was the last time we have had an above board government police investigation, prosecution or inquiry in BC that has lead to constructive change? No sense worrying about the law when you are the law, eh. But remember there is no white collar crime in Canada. 
And the NDP needs to be a little smarter about the inheritance tax. You don't talk about it before the election, but you put it into effect E-DAY Plus ONE after you are elected. Since when does any right wing party tell us what they are really going to do before the election.
Elections BC Forwarded Alleged Illegal Advertising to RCMPSolicitor General Kash Heed steps down citing investigation.
Heed announced today he was stepping down as the minister of public safety and solicitor general during an RCMP investigation into Elections Act violations.
Under the Elections Act any election advertising has to include the name and contact information for a registered sponsor. During the election a brochure came to Elections B.C.'s attention that had no sponsorship information on it, said Western.
While it didn't mention any particular candidate, she said, "They were brochures that were very critical of the NDP."
The RCMP reportedly told reporters in Vancouver that the investigation related to Heed came from a complaint made to Elections B.C. and passed on by the agency to the police.
Terrence Robertson has been appointed as the special prosecutor in the case, the criminal justice branch of the ministry of the Attorney General announced today. The announcement noted that the police investigation was into "possible offences involving [Heed's] campaign office."

Gotta love the justice system in BC, that is if you are a Liberal.
The election is over now McFee, so you can release your findings.
Les announced he was stepping down late in the day on March 28, 2008.
In an interview at the time, Les said he was stepping aside, but that he expected to be cleared of any wrongdoing.
"I know at the end of this that I'll be completely exonerated,'' Les said, adding he nonetheless believed stepping aside was the right thing.
"I think I have a special obligation in the circumstances to step aside because the solicitor-general is the individual who superintends policing in the province, so it's important therefore that there not be any shadow of a doubt that an investigation is being properly done," he said.
Robin McFee, the special prosecutor looking into John Les, has yet to publicly issue a report in the case.

Of course Kash Heed feels good about the situation - why shouldn't he, as he knows no one can touch him, or John Les, the Solicitor-General before him, or the Solicitor-General before that as well.
And whatever happened to that DUI charge against that North Shore MLA. That's disappeared into the ether as well.

He has resigned again.
Apparently the lawyer appointed as a Special Prosecutor belongs to a law firm that donated over $17,000 in the lead up to the election including directly to Heed's personal election campaign. Given the appointment of this Special Prosecutor it would be interesting to see what other government business they received. I'll bet the Heed thing was billed at around $400 an hour. Seems like it would not take to long to make back the firms initial investment
This Special Prosecutor recommended charges against Heed's two main political operatives but not him. Unlike in Federal elections were the candidate is personally responsible it seems the very narrow interpretation of the BC Elections Act means Heed can walk right up to ht line of provable willfully blindness and not be responsible for his hand picked team's illegalities.
This is Basi and Virk all over again.

No law firm that donates to any political party should be awarded contracts for things like Special Prosecutor especially when it involves the party they have donated too. It is really quite simple. I would like to see how much of a return they got on their donations. It is very much like the ad scam in Quebec except in BC it is the law firms associated with the BC Liberals that get the big contracts for P3's and all kinds of subbed out judicial work
Heed is saying he knew nothing and that the Liberal party knows nothing. If they ignore it the media will stop reporting on it and it will go to the back pages. Hell its not like these guys are accused of getting a 11% discount on a deck in their backyard. The Liberal operatives are merely accused of corruption and election fraud.

It is getting bizzare as the story continues on as Heed, a former officer with West Vancouver who left with a tainted record, finds himself in the hands of criminals that would resort to anything to ensure he win office because it just meant everything to these fellows that they would risk criminal charges. Heed says he knew nothing of the goings on of his staff and supporters and is innocent, well until proven quilty at least.
Robertson, the very special prosecutor, who gave $1000.00 out of his own pocket to Liberals with the firm he works for supporting the Liberals up to the tune of $24,000.00 resigns from the case siting he might be seen as being in conflict given his firm where Liberals supporters. Whats the justice system think of the recent goings on, well Attorney General Says He "Knows Nothing", dosen't that make you feel safe and warm all over? Knows nothing about everything or this particular situation makes you wonder no doubt. Anyways gets more interesting as Headquarters says there will be no re election as it dosen't care if a cabinet members wins fair and sqaure just that they win.
Its beyond amateurish its criminal.

Sweeping the Liberal corruption under a rug to be forgotten is a lousy strategy IMO. That corruption should be front and centre during the leadership campaign. The Liberal party has corrupted our judicial system and the quasi judicial tribunals with ideological appointments and legislative amendments. We no longer have a justice system for anyone without an upper class income and the idea of this AG resigning for slime ball tactics is not only news it is the underlying problem in this province.

I think it is important. It speaks volumes to one of the NDP's perceived weaknesses: competence. The Liberals in cahoots with the local media manufactured Heed into a star candidate. Then when dirty tricks came out everyone put on the 'not me' t-shirts.
The talking point for this is not that government is full of crooks, but that instead that Liberals mainly due to their cronyism are putting people into high places who should not be given that level of responsibility. It is us as taxpayers that are left to pay for the clean-up for their messes.

Yes, but I don't think we should jump on the crooked government bandwagon. Rather we should use it to show that the Liberals are systemically failing to provide talented leadership. That all the talk of business leadership and excellence is just talk, in reality it a bunch of insiders with the access to the levers of power. If problems like Kash Heed can rise to the top in the Liberal party, what does that say about their selection process and moreover the quality of those currently in power.
