Certainly not, if no one builds an organization and runs. You don't have to win first time out.

I think a lot of people get put off because of the huge margins of victory, and would have to build their network from the ground-up. This puts people off, especially in an incumbent-friendly place like Toronto. I can think of one instance for TDSB where the winner won by 14,000 votes, and surprise, surprise, no-one challenged her next time around.
