Obama announces to Senate yesterday a continuation of Bush-era 'emergency' policy in Iraq.

Why?

As outlined in Obama's words here, so the current government can settle the outstanding debts of the previous government with respect to the oil industry.  For the US, those are the 'relevant' issues.

http://thomas.loc.gov/cgi-bin/query/D?r111:2:./temp/~r111V2Tffs::

Human lives and the environment do not constitute emergencies.

His statement mentions peace, briefly, but prioritizes money, the Central Bank of Iraq, debt, and oil:

"The Iraqi government continues to take steps to resolve debts and settle claims arising from the actions of the previous regime. Before the end of the year, my Administration will review the Iraqi government's progress on resolving these outstanding debts and claims, as well as other relevant circumstances, in order to determine whether the prohibitions contained in Executive Order 13303 of May 22, 2003, as amended by Executive Order 13364 of November 29, 2004, on any attachment, judgment, decree, lien, execution, garnishment, or other judicial process with respect to the Development Fund for Iraq, the accounts, assets, and property held by the Central Bank of Iraq, and Iraqi petroleum-related products, should continue in effect beyond December 31, 2010, which are in addition to the sovereign immunity ordinarily provided to Iraq as a sovereign nation under otherwise applicable law.

   Barack Obama.

   The White House, May 12, 2010."

It seems that now there is question that Bush's financial steamroller may fail, and the US may lose control of Iraq's money and oil.

Others might be able to describe more of the debt and banking issues here.

thanks

as noted in the thread on 'emergency preparedness',

"the term ‘emergency’ means—(A) a major market disturbance characterized by or constituting—
(i) sudden and excessive fluctuations of securities prices generally, or a substantial threat thereof, that threaten fair and
orderly markets; or  (ii) a substantial disruption of the safe or efficient operation of the national system for clearance and settlement of transactions in securities, or a substantial threat thereof; or (B) a major disturbance that substantially disrupts, or threatens to substantially disrupt—(i) the functioning of securities markets, investment companies, or any other significant portion or segment of the securities markets; or (ii) the transmission or processing of securities transactions...’’

http://banking.senate.gov/public/_files/TheRestoringAmericanFinancialSta... p.982.  This statement is a recent amendment to an existing specific Act, and as part of the so-called US financial 'reform' indicates current US priorities.

Current US direction considers the key 'emergency' in Iraq to be a threat to US financier transactions in securities and investment companies.

'Peace' therefore means where US financier transactions in securities and investment companies have no 'emergencies'.

'Emergency prepardness' is like pre-emptive aggression; Iraq 'had' to be invaded to keep monies flowing to US investment companies.
