Notwithstanding the lack of morality, it's interesting that there's a question about the legality of this act, altering a document after it has been signed. If they had just created an entirely new document, and then cut/paste the signatures on the bottom, would that be illegal? It's an equivalent situation. Also, a similar situation is if they had forged the signatures.

I had a similar thought and also that maybe the gov't has done this before, and got away with it because it wasn't so brazen as this.

As a civil servant, this doesn't surprise me at all - bullies who get into positions of power in government do whatever they can get away with to get their way.  I once chaired an expert committee that made a recommendation about procurement to the bosses in my ministry, and one manager arranged to alter the minutes of the meeting to change it to what she wanted rather than what we actually recommended.  When I called one of the senior managers to complain, he said "She didn't lie because she was reflecting the wishes of management."

As I recomended back in prorogue days this is a moment the opposition parties should come to agree and collectively buy an ad decrying Con attacks on rule of law and democracy-- then they can go back to pounding each other. This would be credible and it would look good and most of all it would have an impression on people that his goes beyond the usual partisanship into a whole new type of nastiness. This is the kind of thing they must do to defeat the Cons.

Other crap like strategic voting, mergers are not needed but to get together to stand up for our rule of law and political process is something they can and ought to do.
