Has this been reported in the USA or North American media yet? I can see the conspiracy advocates going to town over this, but this information may well be the reason their Mom is suggesting they were framed which I highly doubt..

Once federal investigators are allowed access to Tsarnaev, they will be keen to quiz him on his connections – in the US, in Dagestan, where his father lives, and Chechnya, where Tamerlan Tsarnaev is thought to have visited last year.
Overnight, the FBI took two men and a woman in New Bedford, Massachusetts, in to custody and are questioning them about their links to Dzhokhar Tsarnaev.
Much of the investigation is likely to focus on the activities of Dzokhar's elder brother. The FBI has revealed that in 2011 Tamerlan was interviewed by its agents at the request of an unnamed foreign government – widely reported to have been Russia - who asked the bureau to look into whether Tamerlan, then 24, had extremist connections.
In a statement, the FBI said that the foreign government had information that Tamerlan Tsarnaev was a "follower of radical Islam and a strong believer, and that he had changed drastically since 2010 as he prepared to leave the United States for travel to the country's region to join unspecified underground groups."
In response to the request, the FBI scoured Tamerlan's telephone records, online history, associations with other people, movements and educational history, and agents interviewed him and his relatives. But the bureau found no evidence of terrorism activity either at home or abroad. It passed on its findings to the foreign government.
The FBI is now likely to retrace its steps and repeat that search more thoroughly.
Tamerlan Tsarnaev's six-month visit to Russia last year will be of particular interest to federal agents. During the visit he stayed with his father, Anzor Tsarnaev, in Makhachkala, Dagestan, and visited the family's ethnic home of Chechnya, it is believed.
Speaking from Russia, Zubeidat Tsarnaeva, the suspects' mother, suggested that Tamerlan had already been subjected to FBI surveillance.
"They knew what my son was doing, they knew what sites on the internet he was going to," she told state television.

There is no mention that Tamerlan was interviewed by the FBI in this NBC article. I'm a bit curious why not, but perhaps it is just that NBC, who has been exemplory in comparison to some other US media in its accuracy of reporting on the topic, has not been able to ascertain its validity yet.

I think I made it clear which part of my comment was a direct response to your words (that would be the first paragraph), and which was a more general response to some of the ideas brought up by a number of people in this thread.
I posted about people cheering which is a personal choice and you responded with the government passed laws and thus they have no choice. I would agree though that apples are not oranges despite both being fruit

But I think the real reason why this gruesome but small-scale attack sent the whole country into such an incoherent panic lies a little deeper than that. As a New Yorker who lived through 9/11, by the way, I’m aware that the trauma felt by people in and around Boston, whether or not they were directly affected, is real and likely to last quite a while. What I’m talking about is the media spectacle of fear and unreason delivered via TV, news sites and social media, the nationwide hysteria that made a vicious act apparently perpetrated by two losers with backpack bombs seem like an “existential threat” (to borrow a little bogus “Homeland”-speak) to the most powerful nation in the world.
Because it was, in a way. In America after 9/11, we made a deal with the devil, or with Dick Cheney, which is much the same thing. We agreed to give up most of our enumerated rights and civil liberties (except for the sacrosanct Second Amendment, of course) in exchange for a lot of hyper-patriotic tough talk, the promise of “security” and the freedom to go on sitting on our asses and consuming whatever the hell we wanted to. Don’t look the other way and tell me that you signed a petition or voted for John Kerry or whatever. The fact is that whatever dignified private opinions you and I may hold, we did not do enough to stop it, and our constitutional rights are now deemed to be partial or provisional rather than absolute, do not necessarily apply to everyone, and can be revoked by the government at any time.
The supposed tradeoff for that sacrifice was that we would be protected, at least for a while, from the political violence and terrorism and low-level warfare that is nearly an everyday occurrence in many parts of the world. According to the Afghan government, for example, a NATO air attack on April 6 killed 17 civilians in Kunar province, 12 of them children. We’ve heard almost nothing about that on this side of the world, partly because the United States military has not yet admitted that it even happened. But it’s not entirely fair to suggest that Americans think one kid killed by a bomb in Boston is worth more than 12 kids killed in Afghanistan. It’s more that we live in a profoundly asymmetrical world, and the dead child in Boston is surprisingin a way any number of dead children in Afghanistan, horrifyingly enough, are not. He lived in a protected zone, after all, a place that was supposed to be sealed off from history, isolated from the blood and turmoil of the world. But of course that was a lie.
We are supposed to be protected, and then something like Boston comes along, a small-minded and bloody attack that appears to have been conducted by a couple of guys unknown to law enforcement or national intelligence, pursuing some obscure agenda we will probably never understand. Not only does it conjure up all the leftover post-traumatic jitters from 9/11 – which for many of us will be there for the rest of our lives – it also makes clear that our Faustian bargain was completely bogus, and the devil never intended to hold up his end of the deal. We surrendered our rights to a government of war criminals, who promised us certainty and security in a world that offers none. We should have known better, and in fact we did. At the literal birth moment of American democracy, Benjamin Franklin summed it up in a single sentence: “Those who would give up essential liberty to obtain a little temporary safety, deserve neither liberty nor safety.”
It appears that they have found him within blocks of where he was last spotted at the end of the car chase.
My condolences to all the people who are living from pay cheque to pay cheque with no room to spare that had to miss a days pay. Over a million people ordered to stay at home and the whole city on lock down because a 19 year old was cowering under a boat in someones back yard. I guess you can just never be to safe.
You seem really upset that the police told people to stay inside and out of harms way while they tried to track down this highly motivated armed and dangerous murderer.
After everything that happened that week your condolences are for people who might have chosen to miss a day of work?

The man who caught Zacarias Moussaoui testifies that higher-ups blocked his efforts to determine whether there was a larger plot.

ALEXANDRIA, Virginia - The FBI agent who arrested Zacarias Moussaoui weeks before Sept. 11 told a federal jury Monday that his own superiors were guilty of "criminal negligence and obstruction" for blocking his attempts to learn whether the terrorist was part of a larger cell about to hijack planes in the United States.
During intense cross-examination, Special Agent Harry Samit — a witness for the prosecution — accused his bosses of acting only to protect their positions within the FBI.
His testimony appeared to undermine the prosecution's case for the death penalty. Prosecutors argue that had Moussaoui cooperated by identifying some of the 19 hijackers, the FBI could have alerted airport security and kept them off the planes.
Moussaoui is the only person to have been convicted in the United States on charges stemming from Sept. 11. His sentencing trial began several weeks ago, but the prosecution's case was nearly gutted when it was learned that a lawyer for the Transportation Security Administration had improperly coached key aviation security witnesses. U.S. District Judge Leonie M. Brinkema decided to allow the government to present a limited amount of aviation testimony and evidence.
Samit's recollections Monday were the first ground-level account of how FBI agents in Minneapolis — where Moussaoui was arrested on a visa violation 3� weeks before the attacks — were appalled that their Washington supervisors denied their requests for search warrants in the effort to find out why the Frenchman was taking flying lessons and what role he might have in a wider plan to attack America.
"They obstructed it," a still-frustrated Samit told the jury, calling his superiors' actions a calculated management decision "that cost us the opportunity to stop the attacks."
The government considers Samit's testimony essential to its case. On March 9, the agent told the court about his arrest of Moussaoui, now 37, and his desperate efforts to win the suspect's cooperation.
Yet much of his testimony Monday might have backfired on the government. The jury easily could have been left with the impression of an FBI so at odds with itself that it not only missed critical clues of an impending terrorist attack, but did not even know how best to coordinate efforts to stop it.
Samit was not alone in his contempt for his superiors.
His suspicions were backed up by Coleen Rowley, then an FBI lawyer in Minneapolis, who in a May 2002 memo to FBI Director Robert S. Mueller III complained that Washington had blocked efforts to determine what Moussaoui was really doing. Rowley is not scheduled to testify during the sentencing phase.
Moussaoui pleaded guilty last year to being a part of the Sept. 11 conspiracy. His lawyers maintain that the government had plenty of leads in the summer of 2001 that a major terrorist action was afoot, even without Moussaoui's cooperation. They point to a memo by an FBI agent in Phoenix warning of Middle Eastern men taking flying lessons, and the fact that then-CIA Director George J. Tenet was apprised of Moussaoui's arrest.
Samit testified Monday that he never knew of the Phoenix memo or of Tenet's interest in the case. He also said he was kept in the dark about the Aug. 6, 2001, presidential daily briefing given to Bush during his vacation in Texas. That briefing, titled "Bin Laden Determined to Strike in U.S.," noted "patterns of suspicious activity in this country consistent with preparations for hijackings or other types of attacks."
"I didn't see it," Samit testified. "I did not see anything like that."
Defense lawyer Edward B. MacMahon Jr. also used his cross-examination of Samit to suggest that law enforcement officials never took such threats seriously then anyway.
Under MacMahon's daylong questioning, Samit said that officials at the FBI headquarters in Washington rejected a series of attempts to obtain a warrant to search Moussaoui's personal belongings.
Had the belongings been opened before Sept. 11, agents would have found numerous small knives, jumbo-jet pilot manuals, rosters of flight schools and other clues that might have helped them understand the Sept. 11 plot.
Samit wanted to seek a criminal search warrant, and later one from a special intelligence court. But officials at the FBI headquarters refused to let him, because they did not believe he had enough evidence to prove Moussaoui was anything but a wealthy man who had come to this country to follow his dream of becoming a pilot.
He said that as Washington kept telling him there was "no urgency and no threat," his FBI superiors sent him on "wild goose chases."
For a while, Samit said, they did not even believe Moussaoui was the same person whom French intelligence sources had identified as a Muslim extremist. Samit said that FBI headquarters wanted him and his fellow agents to spend days poring through Paris phone books to make sure they had the right Moussaoui.
Samit said that when he asked permission to place an Arabic-speaking federal officer as a plant inside Moussaoui's cell to find out what Moussaoui was up to, Washington said no.
And he said that when he prepared a lengthy memo about Moussaoui for Federal Aviation Administration officials, Washington deleted key sections, including a part connecting Moussaoui with Al Qaeda leader Osama bin Laden.
Samit said he was so frustrated and so convinced that attacks were imminent that he bypassed FBI officials in Washington and met with an FAA officer he knew in Minneapolis. But he said FAA agents never got back to him, and never asked to see a pair of small knives, similar to box cutters, that Samit had found in Moussaoui's pocket and in his car.
Samit further described how he took it upon himself to cable the Secret Service that the president's safety might be in jeopardy. He recounted in the cable how Moussaoui had told him he hoped to be able to one day fly a Boeing 747 from London's Heathrow Airport to New York, and how he also hoped to visit the White House one day.
Samit said he warned the Secret Service that those desires could spell disaster. "If he seizes an airplane from Heathrow to New York City," Samit alerted the Secret Service, "it will have the fuel on board to reach D.C."
Samit said he never heard back from the Secret Service either.
And yet, the agent said, he never officially complained to the FBI hierarchy.
"Street agents don't call headquarters and request that supervisors be removed from cases," he said. "I didn't agree with them, but they are in charge."
But Samit said his immediate boss in Minneapolis, FBI Special Agent Greg Jones, did urge Washington to be more receptive.
Samit said he once overheard Jones on the phone with headquarters, telling FBI superiors that Minneapolis was trying to keep Zacarias Moussaoui "from flying an airplane into the World Trade Center."
After the Sept. 11 attacks, Samit said he asked Jones about that conversation, and Jones said he had just made up the scenario as a hypothetical to try to get Washington moving. "He pulled it out of the air," Samit said. "It was a lucky guess."

That's way too much of a stretch, and don't know either if pointing out security or how security operates in this day and age with this kind of event is being productive. US homeland security would probably prefer not to have their security forces publicized like that.
Similiar to 9/11, and this is the first successful bombing on US soil since 9/11, someone in the FBI had some reason to suspect the possible perpetrators in both occasions, prior to the events, but for whatever reasons, the FBI's suspicions were not acted upon. Trying to protect society from these kind of events must be incredibly challenging work, and we usually only hear about the failures, not the very many successful preventions. Under the circumstances to be bomb free at home for what was it, 12 years, is a very good record.

I've been watching the press conferences given by the various law enforcement agencies and have noticed that they repeatedly urge the public to be "cooperative" and to "let us do our job". The repetitive nature of these requests suggests to me that they plan to violate some civil liberties as part of their investigations. I have a bad feeling about this that extends well beyond the event itself.

I see it from a different end of the spectrum I suppose.
You're concerned about security forces possibly being overzealous and injuring people(understandable, I am too.)
The bombers already killed 4 people, injured 183 others (whom I will add will be missing work). There were multiple devices that failed. The bombers showed absolutely no concern for human life. The police also did not know if there were even more people involved in the plot.
Just like people who plant IEDs plant a second one in order to kill first responders, people who plan these kind of attacks can trick the police by only exposing 2 attackers. When the police(or whoever) are looking for the two attackers they follow them into a building and are surprised that there are 7 more waiting for them. Police need to think bigger than "just two guys".
Yes it irks some people that the police told people to stay indoors and out of danger(trying to avoid "colleratal damage"). I'm more worried about the police catching the killers before more people are killed.
There was a greater chance of these killers killing people who got in their way (or just for fun) than there were police services hurting someone by accident.
Someone made a poignant point a few pages back. I'll paraphrase while I try and find the post. They commented how Anonamyous taking the law into their own hands was generally met with approval but police officers going even the slightest bit beyond their authority evokes cries of Hitler and the facist police state.
I have not followed this story very closely over the weekend due to being sickened by the media (including photoshoped pictures, stupid facebook posts, fake stories). I did see a few stories about these brothers being under suspicion by the FBI.
The FBI will come into question for not doing more, for not catching these guys before they attacked. For not kicking their doors down and finding the bomb making stuff. I bet had the FBI went after them before hand, many of the very same people would talk about the police state and cry foul about police knocking down doors simply from suspicion. Innocent until proven guilty! Talk about a huge sword with two sharp edges.
I think it is almost an impossible task to prevent these events from happening.
USA is nowhere near as safe as the authorities would like us to believe, but reasonably safe in the scheme of things.

"Boston Marathon bombing suspect Dzhokhor Tsarnaev may never speak again, the expatriate Israeli director of the Boston hospital where Tsarnaev is being treated told an Israeli news site. 'Tsarnaev was wounded in his throat,' Kevin Ilan Tabb of Beth Israel Deaconess Medical Center told Ynet.
Tabb is a board member of Hadassah Ein Kereem hospital in Jerusalem, where he studied medicine and completed his residency. 'Unfortunately, I have a lot of experience with these types of injuries after years of treating people injured in terror attacks in Israel,' Tabb, 49, told Ynet.
