Shame on the Manitoba NDP Government for having the Worst Child Poverty Rates in Canada

The following Statistics Canada table shows that Manitoba's NDP government has the worst child poverty rates (11.1%)  in the country, well above the national average of 8.2%. It is time to call them out on this, especially when they have been in power so long and have rates well above those of the poor Atlantic provinces.

Winnipeg has a 14% child poverty rate, the third highest, after Vancouver and St. John’s , among large cities in Canada, according to a World Vision report called Poverty at Your Doorstep. The national child poverty rate is 8%.

The primary problem, according to Dennis Lewycky, who is executive director of the Social Planning Council of Winnipeg, "is the lack of provincial investment in housing, training or child care.

People can get out of poverty, but if they just get enough to survive — just to get by month to month for example – without all these supports, then in effect, they’re trapped in poverty,” said Lewycky.

The report showed Manitoba’s aboriginal population is disproportionately represented among those in poverty.

Aboriginal people make up about 10 per cent of the province’s population, but constitute 25 per cent of those living in poverty."

Here is a link to the Poverty at Your Doorstep report.  The Vancouver one was very interesting for me.

Here in Ontario not even the NDP placed full blame on provincial Liberals for the appalling third world conditions on reserves here. Native poverty is a national disgrace as in nation-wide. Harper the weasel and his prime ministerial predecessors dating back to formation of the country are directly responsible for Canadian apartheid, dereliction of federal responsibilities to indigenous people and violating basic rights of Northern Canadians in general.

It wasn't the NDP who wrote up the "Indian" Act.

Have not Ontario has a third the population of Manitoba in just children living anywhere below poverty line.

Fidel this is a study of urban areas of Canada. The provincial government is responsible for programs for off reserve people of First Nations descent living in urban areas just like any other residents of the city.

The Vancouver report highlights the fact that it is mostly immigrants and then to a lesser extent FN's people who are feeling the brunt of the lack of a social safety net. I blame the BC Liberals for the lack of adequate services for poor people in this province. There is no party in this country that is focused on the most marginalized in our country only parties vying for the middle class voters' support. High poverty rates should not be dismissed as someone else's problem.

A Tyee article points to the real reason that poverty doesn't get addressed.  We are a society of racists and our parties are so interested in getting elected they don't get involved because there are not many votes to be gained. Recent immigrants can't vote and no one cares about them so why bother expending political capital when it is all about getting elected

The majority of British Columbians don't feel social services are as important for aboriginal people and immigrants as they are for other groups in need, according to a new poll.

When asked how important social services were for specific communities, only 33 per cent thought they were important for aboriginal peoples and 23 per cent thought they were important for immigrants and refugees.

Both categories were the lowest ranked in a list of nine, which included youth, seniors, and people with disabilities and special needs, among others.

Children of recent immigrants are among the groups with the highest poverty rates in Canada. In 2005, the rate in British Columbia was a staggering 50% – the large majority of whom live in the Vancouver metropolitan area. Children of Aboriginal identity are also over-represented in poverty statistics. In 2005, over one-third of Aboriginal children living in British Columbia were poor. And one-third of children living in visible minority families were also living in impoverished circumstances.

Gary Doer pretty much scooped any residue of principle left from the Manitoba NDP and finalized it's transition into a non-ideological, electoral machine. Now, much of what the NDP cares about is how many suburbanite swing voters (particularly "soccer moms" - in the sense Bejing York used when discussin the Conservative budget of '09) they can get. New suburbs and the subsidization of services to people on the outer rim of the city killing the inner city? No problem, Waverley West away, if we can get a couple more votes for the detriment of our province's greater good!

Racism can get pretty ugly when it bubbles to the surface.

I did not say that the NDP government was the sole source of the problem. Certainly, the federal government from the time of Confederation has a major role in the problems of the poor, and especially those of Aboriginals. However, if one does not first admit there is a problem at the provincial level, then nothing will be accomplished at that level. Furthermore, although Aboriginals'  child poverty rate is 2.5 times that of that the general population, the resulting 25% of the poor that Aboriginals do represent means 75% of the poor are non-Aboriginal. Thus, even if one were to say that the federal government should solely deal with Aboriginal child poverty, something I do not agree with, Manitoba would still have a major child poverty problem that the provincial government needs to deal with.

Like the courts in B.C. found Canadian federal governments mostly responsible for the crimes perpetrated against Aborigibal people in residential schools there, so, too is Ottawa mostly responsible for the welfare of their "Indian" charges on reserves( or narrow strips of godforsaken land situated along the Queen's highways).

There was a big to-do about native poverty on the Attawapiskat reserve here Ontario. Harper pledged to do nothing and instead accused native leaders of corruption and allowing their own people to live in third world conditions. In fact, there are many Attawapiskats across Northern Canada with native people living in awful third world conditions. I have seen it with my own eyes.

One reserve near Kirkland Lake still receive one blanket and four rifle shells from the feds as per the corrupt treaty natives allegedly agreed to long ago. They send an RCMPee officer in official garb to complete the fraudulent transaction each year.

The Ontario NDP says that both provincial and federal governments are responsible for the welfare of indigenous people. So if you love Harper, carry on with the obfuscation and deflection.

kropotkin1951

Fidel that was rude and obnoxious.  Just because I will not excuse the government of Manitoba for its complacency regarding the poverty in Winnipeg does not equal the fact that I love Harper. Get a grip your losing it again. The situation on reserves is a federal responsibility and it is close to genocidal. However the province is reasonable for all the social services that all people in poverty require.  The report says that aboriginal people are over presented but they still make up only 25% of the people living in poverty in Winnipeg. That leaves 75% of the people living in poverty that are definitely not the federal governments responsibility. I for one would just like to see our provincial governments deal with poverty issues for all our residents.  The fact that the province with the longest recent string of "left wing" governments has had the worst or one of the worst records in the country for a number of years tells me that dignity and respect for the poor is not one of their priorities.

Fidel

And Winnipeg has the third highest rate of child poverty among Canadian cities. Disgraceful.

Meanwhile the most populated and what used to be a relatively prosperous province is still home to the highest overall numbers of children living anywhere below poverty. It's a real shitshow here in Ontario experiencing net outmigrations of young people looking for better lives elsewhere. I think many of them have gone looking for jobs in prairie provinces with lower unemployment rates. Manitoba and Saskatchewan are looking pretty good for young Ontarians.

..here's one of the ways the man gov can help reduce that poverty. the chiefs are asking to share in the profits.

Manitoba chiefs trying to protect lands from peat mining

Manitoba chiefs rallied in Winnipeg this week.

They’re trying to protect traditional territories from further peat mining.

The chiefs say the province is not properly consulting them when it comes to mining projects on their lands.

Canada can do more to protect its children from poverty, new UNICEF report

Quote:
How Canada can do better

There are a number of ways Canada can better prioritize children. Child benefits and tax credits could be improved given Canada’s moderate level of spending on children compared to similar countries.     Canada should also establish a national poverty reduction strategy, including a focus on children. Since 2002, twelve provinces and territories have set strategies or committed to provincial poverty reduction plans. Quebec was one of the first to set targets and the results have been positive for children.     Canada also lacks an official definition of poverty, making it difficult to understand the severity of the situation, monitor the well-being of children and guide effective investments.    Today’s Report Card also demonstrates how two poverty measurements, one based on income and one a new Child Deprivation Index which provides a list of 14 basic items essential to a child’s well-being, can provide more information to better guide policy decisions.  ...

Canada’s taxes and transfers are more successful at lowering child poverty rate compared to the United States but they are not as successful as the Nordic countries, Ireland or Australia.  In general, countries get the child poverty rate they pay for.

OECD Data Children in Nordic countries(with social democrats in federal government or strong political opposition) least likely to be underweight, have lower mortality rates, national daycare,  lower child poverty rates etc than all other OECD capitalist countries.

We need a national strategy and the feds with deepest pockets committed to doing something more than nothing on child poverty and range of other social measures where Canada lags behind Nordic countries. They don't have ten colonies and three territories divided and conquered by foreign-based corporations, absentee corporate landlords,  and do-nothing federal governments at the helm doing zip on child poverty. We need to clean some corrupt stoogeaucrats out of Ottawa first, though.

Uh, regardless of the fact that the Feds have primary responsibility (due to treaties between the Crown and First Nations) for First Nations doesn't mean the Manitoba NDP Government's actions have been excusable. Stuff like this is just reprehensible.
