The $5-billion figure is interesting, and I'd like to chase down the source. Rickard says it's public information and cites the National Endowment for Democracy. The [url=http://www.ned.org/where-we-work/eurasia/ukraine]NED page on Ukraine[/url] cites 60-something grants in 2013, of which 3 are in excess of $100,000 but below $1-million. The rest are all under $100,000. Most US aid flowds through the US Agency for International Development. [url=http://ukraine.usembassy.gov/usaid.html]USAID reports it has given $1.8-billion to Ukraine over the past 20 years[/url] and detailed breakdowns can be obtained. The [url=http://www.state.gov/p/eur/rls/fs/2013/212989.htm]Department of State figures[/url] show about $100-million per year. Various media reports show the US offering up to $350-million in military aid. Much of this looks shady indeed, but the weight of evidence seems to be that the bulk of the $5-billion the US claims to have spent on Ukraine is pre-Maidan.
