What does NDP Alberta Premier-Elect Rachel Notley need to do now?

I think it's irresponsible of Premier-elect Notley to appoint a chief of staff that is expected to serve so short a time. The federal election is in the fall and Brian Topp promised that he would run to be an NDP MP from Quebec in this federal election regardless of the result of the federal leadership race. I wonder what seat Topp will run in given that there are only 17 left to nominate.

Notley bans destruction of all government documents

EDMONTON - Premier-designate Rachel Notley on Wednesday ordered a sweeping ban of all document destruction across all ministries after two government watchdogs announced an investigation into Alberta Environment and Sustainable Resource Development. 

Notley has asked Richard Dicerni, deputy minister of executive council, to direct all government departments to immediately cease the destruction of documents until the incoming NDP government has assumed office, a spokeswoman said.

The province’s privacy and public interest commissioners launched their investigation into the alleged improper destruction of records at Alberta Environment after each office received separate complaints. 

Public Interest Commissioner Peter Hourihan said his office received a tip Tuesday from a whistleblower who alleged records were inappropriately destroyed at Alberta Environment.

“Our office takes allegations of wrongdoing very seriously,” Hourihan said. “I can’t and won’t predict the outcome of this investigation, but it is encouraging that someone saw something wrong and took their concerns to both our offices.”

 

While the complaint was anonymous, he said he was led to believe it came from someone who works in the ministry.

Privacy Commissioner Jill Clayton said she has received two “letters of concern,” about the shredding. One specifically named Alberta Environment, prompting the joint investigation, she added. 

The investigation will examine whether the ministry destroyed records according to the rules, if any person wilfully altered, falsified or concealed any record, or directed another person to do so, among other things. It could include office visits, interviewing staff and examining documents. 

Neither Clayton nor Hourihan have the authority to order the ministry to stop shredding documents. Both said other government departments could come under investigation if warranted. 

The mass shredding of documents at the Alberta legislature has become the subject of widespread scrutiny since Alberta’s 44-year Progressive Conservative government was defeated by the NDP in the May 5 election. Photos of bags of shredded documents piled in the legislature hallways and trucks hauling the bags away have proliferated on social media, prompting Clayton’s office to weigh in last week.

Both Clayton and Hourihan said they want to determine what documents have been destroyed and whether it was the act of one person or a concerted effort by a group of people.

ETA: Besides, where does it say that Topp has decided to break his word?

He should really be a Liberal. His career-long history of opportunism (and hypocrisy) would be welcomed there.
