You seem to be catching the terrytowel syndrome of fascinating threads creation. Thank goodness for that.
Anyway, from the article,
He [Mulcair] said provinces would be allowed to opt out of a national scheme if their efforts are as good as or better, but didn't provide details.
"We're not going to replace something that's working,'' Mulcair said.
Notley said her province "may address climate change using different tools than Ontario and Quebec will use,'' referring to a deal between those provinces to work together to cut emissions with a cap-and-trade system.
So, no, I don't see an issue with Rachel Notley's statement.

Thank you Mark for pointing out the weakness of this thread right out of the gate. Yes this is one of Harper's lines of attack. But Unionist is well within his rights of course to start any threads supporting Harper and his positions he wishes. We have lots of pro-NDP and pro- Liberal posters here I believe so we should be welcoming to posters like Unionist who are taking their time and making an effort to show support for Harper's positions.
