'military intelligence and police forces have been involved in arbitrary arrests, kidnappings, extortion, torture and extrajudicial killings of 'criminal suspects.'
But considering whether to hold...an inquiry is a decision from which Sajjan may have to recuse himself. Indeed Sajjan could very well be compelled to answer some very difficult questions..."
