Before I comment on the USA I could ask Canadians whether they like Americans. Unfortunately for you that information is totally irrelevant to what the US actions have been. Why do you think the US should be able to dictate to the rest of the world. What gives them that right other than their constant use of their might. They are the self declared "leaders of the free world" and that means they CLAIM to speak on behalf of my country as well. Please stop now. There is no point to this post except as a cheap shot. In fact these days I most often use NATO rather than the US because I am ashamed of what my country is doing and think we all should feel guilty about it. How could you think otherwise? We have once again gone back to being the most fawning nation in the globes dominant empire. All our major political parties seem to be replaying Ready Aye Ready but in the 21st century context that means stalwart support for the NATO killing sprees.

I am definitely an anti-imperialist but you know I thought that was at least allowed on this site. Oh wait is is part of the supposed focus. So why should I have to apologize to you for opposing NATO which is an American dominated institution. The British in the meantime who most Canadians used to be proudly servile to have become Greece to America's Rome. In the new NATO empire Canada is even more servile but with way less influence than in the British Empire.

I understand fully that empires often have majority support in their homelands but I don't consider that a good reason to start believing their propaganda about how good and benevolent they are. The British Empire was evil and its Dominions were the willing junior partners. The American Empire is evil and its current junior members are NATO and other hangers on.

So that long winded reply was to show you that obviously I have and do pay a lot of attention to what my country is doing and has done in the past.

Filipino maid’s HK residency case in top court

Filipino maid has taken her fight for permanent residency to Hong Kong’s top court.

Lawyers for Evangeline Banao Vallejos were presenting arguments to the Court of Final Appeal on Tuesday. Her legal team was granted permission last year to appeal a lower court’s rejection of her bid.

Vallejos along with another Filipino national are seeking a landmark ruling that would let thousands of other foreign domestic helpers settle in the southern Chinese financial center.

The five-member panel of judges will have to decide on whether immigration law is inconsistent with Hong Kong’s mini-constitution, the Basic Law.

Foreign residents can apply to settle permanent in Hong Kong after seven years, but the city’s nearly 300,000 foreign maids are excluded. A verdict is not expected for several weeks.

Philippines was Canada’s greatest source of immigrants in 2012

Given the high level of interest, it is small wonder that the Philippines pipped China and India last year as the greatest source of immigrants to Canada. Still, it is likely that many Canadians are not aware of this.

“I think that it is partly because Filipinos tend to be modest, humble people,” said Kate Bailey, who oversees 16 Canadians and 67 local staff in the immigration section of the Canadian embassy in Manila. “As far as I’ve seen, there is no job that they consider themselves unfit to do. That is a bit different to some other immigrant populations who think that they are immediately going to go into a high paying job.

“You need a range of people in a population, don’t you, not just rocket scientists? Because if rocket scientists aren’t supported, how are they going to build their rockets?”

Filipinos may be invisible to many Canadians because unlike other immigrant communities, which are heavily concentrated in urban centres such as Toronto and Vancouver, many Filipinos live in small towns all across Canada.

“Hard working, successful at adapting to Canadian life, speaking English well. These are the hard facts that lead to good outcomes,” Immigration Minister Chris Alexander said in praising the contribution that Filipinos have been making in Canada.

“They are committed to being citizens, to being volunteers, to being public minded. People like them because they take up challenges beyond just working and finding a place to live.”

Which brings me to the topic of charities and what actual per cent of money raised actually goes to the people it is raised for? I have the sinking feeling that charities are similiar to educational instutions whereby the recipients - the poor as far as charities are concerned, and the students as far as post-secondary schools at least as far as schools are concerned, see very little of the actual annual budget. Shouldn't all charities and all educational instutions be forced to publish audited annual financial statements and to put them up in all their glory readily avaialble and easy to locate on their websites.

Any and all credible Canadian charities do put their audited financial statements up on their websites. If you can't find them, assume the worst. And if that's not good enough for you, feel free to consult the Gov't of Canada CRA listing:

Full disclosure: I am an employee of a registered charity. And we are regularly audited up the ying-yang by both Gov't and private auditors. For years this was a natural and not unreasonable requirement associated with agency status to grant tax-deductible receipts to donors. Under current GoC management, it has become a vehicle of sustained political harrassment and intimidation.

I think what bothers a lot of folks are the huge administrative salaries and other charges which block the intention of the donors who want it to go primarily to the recipients who need it, and in whose name the money is being raised.

China's down but not out, and the Philippines' Duterte knows it

Instead, there are already a number of reasoned voices urging Duterte to take advantage of the opportunity to talk to China, out of the public glare, on a more even footing, backed by The Hague's decision.

Government officials, including Yasay himself, have gone further - he's been quoted asking why there should be anything to fear from China - which seems to point to a reset of relations, and direct negotiations with Beijing.

There will be talks about fish, about why China should stop ramming hapless Filipino trawlers and fire-hosing fishermen. This has happened more often than it really should, in what The Hague yesterday ruled were Philippine sovereign waters. This matters because fisheries account for about 1 percent of Philippine GDP. Not a whole lot, but more than a little.

There will be talks about joint exploration of resources. We're talking about oil, under the seabed. The reserves may belong to the Philippines, but Chinese involvement, including investment, would help extract oil and gas more economically and efficiently than if the Philippines were to do it on its own. It can still be an open bidding process, but China would be an obvious front-runner.

Much of the debate over control of the South China Sea is framed in neo-Cold War terms. How to "contain" a resurgent and assertive China.

Duterte is much more and intimately familiar with guerilla wars and drug wars. He will likely approach China not as an adversary, but more as a patron or sponsor, but to support the Philippines' own agenda.

One of his biggest challenges will be keeping the U.S. on-side at the same time. Washington is used to having the upper hand in relations with the Philippines. But it has serious competition now.

Pinoys raring to fish again in Panatag

Fishermen from Zambales are preparing to return to their traditional fishing ground in Panatag (Scarborough) Shoal or Bajo de Masinloc, which has been under de facto Chinese control since 2012.

In a radio interview, Masinloc Mayor Arsenia Lim yesterday said the fishermen are now organizing an expedition, not only to fish in Panatag Shoal, but also to test how far the Permanent Court of Arbitration’s ruling could go as far as China is concerned.

Fishermen planning to return to Panatag will be required to register their names and their number, she said.

Lim will ask for assistance from the Coast Guard and the Bureau of Fisheries and Aquatic Resources to oversee the fishermen.

“I will ask help from the Coast Guard to escort our fishermen,” she said. “Those who are going out there to fish will have to register their names, for us to see that they’re all right and no one is missing upon their return.”

Defense Secretary Delfin Lorenzana said the Navy need not escort fishermen returning to Panatag Shoal as that is the job of the Coast Guard.

“But we are not talking about anybody escorting anybody there. We are still studying our courses of action. The President has yet to decide on the matter.”

Former lawmaker Roilo Golez said yesterday that China cannot prevent Filipinos from fishing in Panatag Shoal based on the ruling of the United Nations arbitration court.
