In May 2016, Global Affairs Canada announced that “The government will close existing gaps in reproductive rights and health care for women as part of its commitment to refocus Canada’s development assistance on helping the poorest and most vulnerable. It will also ensure that maternal, newborn and child health programming is driven by evidence and outcomes...The inclusion or exclusion of specific health services is under the purview of recipient countries.”

Yeah, one has to read between the lines a bit. That quote is from an explanatory (?) e-mail from Global Affairs that accompanied Int'l Development Minister Bibeau's speech at a donors conference on women's health issue in May, 2016. In the speech itself, the Minister said:
"Sexual and reproductive health is not just a health issue, it is a human rights issue and a gender equality issue. This is why Canada supports the leadership and meaningful participation of women and girls in decision making at all levels. And that includes decisions related to their health and rights. They must be able to decide if and when to have children, and they must feel free to make those decisions themselves. Services that ensure sexual and reproductive health, including knowledge and the availability of contraceptives and the freedom to access them, are critical. Canada is committed to supporting access to the full range of sexual and reproductive health services for women and adolescents, which will make it possible for them to realize and enjoy their full human rights."
The full text is on the Global Affairs website. Certainly the domestic anti-abortion crowd viewed it as the opening of "the floodgates" to abortion funding and kicked up a bit of a fuss at the time. Effectively, it just removed the constraints against funding for abortion services (as part of the wider range of reproductive health services) that had been introduced under Harper.

If they are really going this far with it, I am wondering if the day might come when they might try to extradite people from here for whatever their ultimate goal is. It's not like they haven't done exactly that in their war on drugs.

Of course as a Canadian we have had PEI with no abortions performed for decades. They are at least moving in the right direction.

If you are referring to the Life at Fertilization Bill this is probably true.
As to the Global Gag Rule, - that does not actually go for a vote in Congress. Its basically an executive order that each incoming president has signed on hs first week of work, - Democrats rescinding it and Republicans re-instating it.
This rule speaks exclusively to US taxpayers dollars funding abortion-related programming overseas, and does not address domestic reproductive health programs or services.
Any such changes in that regard will require legislative action, - if not directly to restrict access, then to eliminate funding through appropriations bills (the more likely route IMHO).
