Or even just the very first word. The one in all caps, before the actual story starts.
You'd think they'd be able to just slot everybody in to every place there's a need. How difficult can that be?
As I understand it, residency is sort of like an advanced apprenticeship. A hospital might need a doctor, but to hire a resident they would also need a supervising attending physician. I'm not certain whether every hospital has residents, or only teaching hospitals.
The analogy would be some communities in desperate need of plumbers, but with nobody to supervise and teach apprentices.

The factors driving the trend include: an increase in the number of Canadian medical grads coupled with a stagnant number of available positions; the competing interests of the provinces; and relatively new rules allowing international grads to compete for spots initially reserved for Canadians in the second round of CaRMS.

To be fair, perhaps the article didn't say it plainly.
NR, residency isn't just a job at a hospital after a physician graduates from medical school. It's a necessary final step toward being licensed to practice independently. Some physicians may choose a specialty (e.g. a surgical residency, an anesthesiology residency, etc.) but even family practice requires residency.
tl;dr: you cannot be licenced to practice medicine independently without having completed a residency.

Yes. Evidently, after sitting on the bench for a year waiting, she got a residency spot in Hamilton.
It's the same everywhere, NR. Telling MD graduates to "come to B.C." is silly, since B.C. has plenty of them too.
Again, though, they can't just hang a shingle without a licence, and they can't get a licence without that residency. You get that now, right?
