Obviously the Liberals, the Conservatives, and the New Democrats should be represented at the election debates this year.

Traditionally, party leaders participated in at least two nationally-televised debates during the federal election – at least one each in English and French. The leaders of the party objected to their exclusion and launched a petition demanding that all parties represented in Parliament be invited to the debates.[38] Other minor parties without representation in the House of Commons were not invited to participate in any of the televised debates.

The question of participation by the Green Party this election is complicated by the existence of the People’s Party. If May participates, so should Bernier. And that would be a big mess.

I think that used to be one of the conditions -- a seat in the House.
It's not up to me, but if it were, I'd explicitly restrict that to an earned seat (in other words, won under that party's banner). That would exempt the Greens back in the day (before May won properly) and would exempt Bernier this time.
